The wait is over – the Outcome Standards for RTOs 2025 have been officially released! This marks a significant change in the compliance landscape for Registered Training Organisations (RTOs) across Australia. With a focus on quality outcomes, industry engagement, flexibility and transparency, the new standards set the stage for a modern, student-centric VET sector.

Now that the finalised version is available, it’s time to dive in, identify key changes and implement updates to our Quality Management Systems (QMS), policies and practices.

Key Changes in the 2025 Standards

The Outcome Standards for RTOs 2025 aim to streamline compliance while reinforcing high-quality training and assessment. Here are some of the most important updates:


1. A Stronger Focus on Quality Outcomes

The Outcome Standards now form the foundation of compliance, ensuring that training and assessment are engaging, structured and industry-relevant. This means:

  • Greater emphasis on industry engagement to ensure training reflects current workplace practices.

  • Enhanced assessment validation processes, requiring regular risk-based reviews to maintain consistency and reliability.

  • Clearer expectations for work-integrated learning, ensuring students gain practical, job-ready skills.


What You Need to Do: Review and update your Training & Assessment Strategies (TAS) to reflect these new requirements. Engage more actively with industry to collect feedback and demonstrate compliance.


2. Changes to Trainer & Assessor Credential Requirements

Trainer and assessor requirements have been refined to provide more clarity and flexibility:

  • Trainers and assessors no longer need to upgrade from TAE40110 if they already hold the qualification.

  • Clarity on ‘Actively Working Towards’ requirements, ensuring those in training are supported while delivering under direction.

  • Expanded recognition of higher education qualifications in adult education or VET.


What You Need to Do: Ensure all trainers and assessors meet the credential requirements and update professional development plans accordingly.


3. Compliance & Governance – More Accountability for RTOs

The new Compliance Requirements include:

  • Enhanced record keeping practices for longer retention.

  • More focus on risk management through self-assurance.

  • Improved risk management practices, with an emphasis on leadership and governance.


What You Need to Do: Update your governance framework to ensure accountability, risk management and compliance practices are aligned with the revised expectations.


4. Student Support & Wellbeing – A Holistic Approach

The outcome standards place a stronger emphasis on student wellbeing, diversity and inclusion. RTOs must:

  • Provide clear, transparent information to students.

  • Review LLND capabilities before enrolment.

  • Offer tailored training support and reasonable adjustments for students with disability or learning barriers.


What You Need to Do: Review student information policies to ensure compliance, improve enrolment practices and update support services.

With the Outcome Standards taking effect from 1 July 2025, RTOs need to start preparing now.


This transition is more than just a compliance exercise – it’s an opportunity to enhance training quality, improve student experiences and build stronger industry connections.
